930-934 Balmoral Road and 1701 Quadra Street
Project Overview: The Property Development Council of the United Church of Canada and Aryze Developments are partnering to create a new faith, arts, and culture space while redeveloping the surrounding land into a six-storey, mixed-use rental building. The proposal includes 129 rental homes (a mix of market and affordable units), commercial spaces, and community areas.
1520 Blanshard Street (Downtown)
Project Overview: Reliance Properties is proposing a 35-storey mixed-use building at 1520 Blanshard Street, located just outside the North Park neighbourhood. The proposal features ground-floor retail, co-working space on the second floor, and residential units on the upper floors.
1026/1028/1030 Empress Avenue
Project Overview: Bowcey Construction submitted a Rezoning and Development Permit with Variances application to retain two houseplexes and construct a new seven-unit townhouse building along Bay Street.
1110 Caledonia Avenue (Fernwood)
Project Overview: The proposed development is located in the Fernwood neighbourhood on the border of North Park. Situated at the corner of Cook Street and Caledonia Avenue, the project aims to construct 11 residential units—six two-bedroom units and five one-bedroom units—in two buildings adjacent to the Ukrainian Catholic Church.

2155 Dowler Place (Dowler Access Hub)
Project Overview: The City of Victoria has entered into a service agreement with SOLID Outreach Society to fund a new access hub at 2155 Dowler Place in North Park, offering wrap-around services to reduce the risks and impacts of homelessness.
854-880 Pandora Avenue
Project Overview: Townline Development submitted a Rezoning and Development Permit application to construct a 12-15-story rental building consisting of ground-floor commercial uses and approximately 197 rental units above, with five units secured as affordable.

938 Mason Street (Wellness House)
Project Overview: The Wellness House will provide 30-35 studio and two-bedroom units with wrap-around social, health, and culturally appropriate support services to assist the Indigenous Street Family in healing and recovery. The project addresses a critical need for transitional housing, improving stability and social integration for one of the region’s most vulnerable populations.
741 Fisgard Street/1620 Blanshard Street (Downtown)
Project Overview: This development application proposes a 22-storey building with 154 residential units and four ground-level commercial spaces. A three-level underground parkade will offer 107 parking stalls, and a secure, at-grade bike room will provide 164 bicycle parking spaces, including 18 for cargo bikes.
