Roles
The Community Association Land Use Committee (CALUC) facilitates dialogue between the applicant and the North Park community on development applications such as Official Community Plan (OCP) amendments, rezonings, variances, and liquor licence requests. The CALUC informs and empowers neighbours by sharing knowledge about the neighbourhood and the planning process, encouraging community participation, and keeping residents informed about the status and progress of applications. While the CALUC brings forward community feedback and concerns, final project decisions and whether that feedback is incorporated, remain the responsibility of the applicant and the City of Victoria.
Responsibilities
A key role of the CALUC is to host meetings as part of the City of Victoria’s development approval process, prior to an applicant formally submitting an application. The neighbourhood association organises and facilitates these meetings and submits a summary letter to the Mayor and Council, City staff, and the applicant. This summary reflects feedback received during the meeting, through the development tracker, and via email submissions.
The CALUC also helps keep the neighbourhood informed about development applications and engagement opportunities, gathers community feedback, and shares resident perspectives with the City and the developer for consideration. While the CALUC plays an important advisory role, it does not have decision-making authority or final approval over development applications. Likewise, the Neighbourhood Association does not hold decision-making authority in this process; final decisions rest with the City. If CALUC members continue to have concerns after the engagement process concludes and before final City decisions are made, the Neighbourhood Association can, at the direct request of CALUC members, request and advocate for continued engagement with the developer and/or the City.

1525 Blanshard Street (Save on Foods Memorial Arena)
Project Overview: The NPNA received notice of a liquor licence application for a new outdoor patio at Save-On-Foods Memorial Arena. The proposed patio would have a capacity of 450, with no increase to the arena’s overall occupant load, and would operate daily from 9:00 a.m. to 10:00 p.m.
934 Balmoral Road and 1701 Quadra Street
Project Overview: The Property Development Council of the United Church of Canada, in partnership with Aryze Developments, is proposing to create a new faith, arts, and culture space while redeveloping the surrounding land into a six-storey, mixed-use rental building. The proposal includes 129 rental homes (with 10% designated as affordable units) and ground-floor commercial space.
1026/1028/1030 Empress Avenue
Project Overview: Bowcey Construction submitted a Rezoning and Development Permit with Variances application to retain two houseplexes and construct a new seven-unit townhouse building along Bay Street.
1625 Quadra Street
Project Overview: The Victoria Cannabis Buyers Club has submitted a rezoning application to permit a cannabis retail store that will provide low-cost cannabis for medicinal purposes.
2155 Dowler Place (Dowler Access Hub)
Project Overview: The City of Victoria has entered into a service agreement with SOLID Outreach Society to fund a new access hub at 2155 Dowler Place in North Park, offering wrap-around services to reduce the risks and impacts of homelessness.
940 Caledonia Avenue (Caledonia Place)
Project Overview: The Province and BC Housing have opened Caledonia Place (formerly Tiny Town), a 30-unit temporary housing facility funded through the HEARTH program. This facility provides housing for long-term shelter residents, helping to free up shelter space for people currently living outdoors.
926/930 Pandora Avenue
Project Overview: BC Housing, the City of Victoria, and the Capital Region Housing Corporation (CRHC) are partnering to build 205 new affordable rental and supportive homes at 926/930 Pandora Avenue. The proposed 20-storey building will also feature a large community space with childcare facilities on the ground floor.
854-880 Pandora Avenue
Project Overview: Townline Development has submitted a rezoning and development permit application for a 20-storey rental building. The proposal includes ground-floor commercial space and approximately 197 rental units, with five units secured as affordable.
855 Cormorant Street
Project Overview: The city is considering a development application for a Delegated Development Variance Permit to permit residential use (secondary suite) at the first storey floor level. This application has been added to the development tracker to inform the neighbourhood on the application, but does not require any formal engagement.
1056 North Park Street/1802 Cook Street
Project Overview: SOLID Outreach Society has submitted a rezoning application to allow the continued operation of the Cannabis Substitution Program. A covenant would ensure that cannabis distribution remains ancillary to harm reduction services and is not for retail or profit purposes.
938 Mason Street (Wellness House)
Project Overview: The Wellness House will provide 30-35 studio and two-bedroom units with wrap-around social, health, and culturally appropriate support services to assist the Indigenous Street Family in healing and recovery. The project addresses a critical need for transitional housing, improving stability and social integration for one of the region’s most vulnerable populations.
1555 Vancouver Street
Project Overview: Warmland Cannabis has submitted a rezoning application to allow an 820 sq. ft. cannabis retail store beside the Save-On-Foods on Pandora Avenue.
