Project Overview:
The Property Development Council of the United Church of Canada, in partnership with Aryze Developments, is proposing to create a new faith, arts, and culture space while redeveloping the surrounding land into a six-storey, mixed-use rental building. The proposal includes 129 rental homes and ground-floor commercial space.
Application Update:
Victoria City Council has approved the rezoning, associated Development Permit with Variances, and Heritage Alteration Permit applications for this development at the May 21 Council meeting. The project must still meet all specified conditions, legal agreements, and registrations before final approval and adoption are granted. These conditions include:
Housing Commitments
- Rental housing secured in perpetuity
- Minimum unit mix requirements, including family-sized homes (at least 24 two-bedroom and 8 three-bedroom units)
Site Design and Infrastructure Conditions
- Revisions required to meet minimum widths in all areas of the underground parkade and stormwater requirements
- A minimum 1.8m wide Statutory Right of Way (SRW) to secure access through the south and west portion of the site, specifically the north-south and west sections of the mews network. The SRW agreement will include flexibility for the owner to close the SRW from time to time (not permanently) if safety or other conditions reasonably require it
- Integration of Green Stormwater Infrastructure and replacement tree planting
Transportation Demand Management Measures
- Provision of 13 on-site long-term oversized cargo bicycle stalls, along with 5 long-term and 3 short-term bicycle stalls in excess of Zoning Regulation Bylaw requirements
- Funding for transit passes through the BC Transit EcoPASS program
- Contribution toward a shared electric vehicle program, including on-site EV vehicle and charging infrastructure
- Shared vehicle memberships and credits for residents
Heritage Conservation
- Preservation, restoration, and rehabilitation of the existing church building in accordance with a Heritage Conservation Plan
- Demolition of the Sunday School Hall has been approved
- Requirement to incorporate salvageable historic materials into the new development
Approved Variances
- Reduced rear setback from 10m to 2m
- Adjustments to rooftop structure design and related building parameters
- Reduced parking requirements, including: institutional parking reduced from 35 to 4 stalls, residential from 86 to 41 stalls, commercial from 5 to 2 stalls, and visitor from 13 to 8 stalls
