1555 Vancouver Street (Warmland Cannabis)

Warmland Cannabis is submitting a rezoning application to permit an 820 sq. ft. cannabis retail store adjacent to the Save-On-Foods on Pandora Avenue. A CALUC meeting or public hearing is not required, as the application involves a change in land use only, not new construction and aligns with the City of Victoria’s Official Community Plan (OCP). Additional Context: 

Under the City’s cannabis retail policy, stores should be located at least 200 metres from schools and 400 metres from other properties zoned for cannabis retail. As the policy is guideline-based rather than regulatory, these setbacks are not strictly enforced. Although this application does not meet the 400-metre separation guideline, Council ultimately has the discretion to approve or reject it. While there is no formal public consultation process for this application, community members are encouraged to share their feedback directly with City staff and Council. With the writer’s consent, correspondence may be attached to the Committee of the Whole (COTW) report for Council’s consideration.
