1026/1028/1030 Empress Avenue

Project Overview:

Bowcey Construction has submitted a Development Permit with Variance application to subdivide existing lots, keeping the existing conversions facing Empress Avenue, and construct a (7) new strata townhouse units facing Bay Street.

Project Update:

City of Victoria staff have reviewed the revised plans, which were uploaded to the Development Tracker on April 20, 2026. The only significant changes to the application relate to the internal building design.
